Billie Jean Hipsley of Concord, NC passed away on September 12, 2021 at Accordius Health at Concord. Billie was born in Pine Bluff, Wyoming on June 1, 1932 to the late James and Helen Mae Harvey.

She was preceded in death by her parents Capt. Alex F. Ruth and Helen Mae Ruth and James Harvey. Husbands Frank M. Williams and Gordon R. Hipsley.

Survivors are daughter, Gail Thompson and husband James, son David Williams and late wife Alicia. She was blessed with 3 grandsons, Scott Thompson and wife, Alison, Michael Thompson and wife Allison and Chase Williams. And doubly bless with 6 great-grandchildren, Megan, Emma and Sarah Thompson and Carly, Cole and Max Thompson.

Billie grew up in a military family where they were stationed all over the world. Away from work Billie was involved in various organizations, spending many years volunteering with the March of Dimes, a member of the Easter Star in Fairfax, Virginia, coaching girls softball teams, loved the beach and to go fishing. After multiple career positions, she retired from being the medical records director at HCR Manor Care in Fairfax, Virginia. Then moved to Concord, NC to be with family.

She was a long time member of Saint Pauls Methodist Church in Concord, NC and served on the board of trustees. In lieu of flowers, the family asks that donations be made to Saint Pauls Methodist Church, 4877 Highway 200, Concord, NC 28025.
